Issuance of a declaration of domicile in Paris

You must reside in Paris to obtain a declaration of residence or a certificate of change of residence. You can send your request, by mail, to any city hall of the arrondissement. You must attach a copy of your identity card to your application, indicate the foreign authority making the request, and indicate your old and new addresses, if applicable. The city hall will send you back the declaration or the certificate that you will have to sign, certifying on your honor the accuracy of the information provided. 

You can also obtain a declaration or a certificate of change of address by going to a city hall of the arrondissement before your move to Paris. A municipal agent will issue the document upon presentation of your identity card. The document will indicate the foreign authority that has made the request. You must sign it and attest on your honor that the information on it is correct. In this case, the declaration or certificate of change of residence is issued immediately. Nationals of certain European countries are no longer required to hold a residence permit pursuant to law n°2003-1119 of November 26, 2003. 

These are nationals of the following countries: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom. Users who are nationals of these countries can therefore have a declaration or certificate of change of address issued by a district hall. Other foreign nationals who, by law, must have a residence permit, must contact either the Préfecture de Police or the local city hall to obtain a declaration or certificate of change of residence.
